DACCA Program

The Devolution and Climate Change Adaptation (DaCCA) Programme

It is an initiative operating in Western Kenya since November 2015, supported by SustainableEnergy (SE) of Denmark through DANIDA funds.

Vision and Objectives

DaCCA aims to cultivate a qualified civil society sector that collaborates with vulnerable groups and duty-bearers on climate change adaptation interventions. The programme leverages opportunities provided by Kenya's constitutional devolution processes and the Climate Change Act. Its immediate objective is to ensure that vulnerable populations in Kisumu, Homa Bay, and Migori counties, who are at risk of natural hazards caused by climate change, receive increased support through policies and components funded by devolution and climate change funds

Implementation and Impact of DACCA Program

In its second phase, which began in January 2020 and concluded in December 2023, DaCCA focused on advocating for the use of devolved funds from county authorities to upscale and replicate community best practices in climate change adaptation. The programme collaborated with local communities to conserve natural resources and build a future where people and nature thrive. Key activities included:

  • Agroecology Awareness: Conducting sensitization meetings on agroecology to promote sustainable development and food security.
  • Climate Change Adaptation Best Practices: Organizing exhibitions to showcase community-driven climate change adaptation strategies in Homa Bay and Migori counties.
  • Advocacy and Policy Development: Engaging communities at the ward level and partnering with county governments to formulate and publicize County Climate Change Policy Acts, ensuring that climate change interventions are integrated into local planning processes.

The programme primarily serves vulnerable communities, county governments, and private sector actors in Kisumu, Homa Bay, and Migori counties. While activities in Kisumu were phased out at the end of 2020, efforts in Homa Bay and Migori continued, focusing on strengthening community-based organizations and civil society organizations active in natural resource management, particularly in agriculture and food security. DACCA Through these initiatives, DaCCA has played a pivotal role in enhancing climate resilience among smallholder farmers and rural communities in the Lake Victoria Basin, contributing to poverty alleviation and sustainable development in the region.
